Tatsuo Fukuda, affectionately known as “Fuku-chan” (played by Miyuki Oshima), is a 32-year-old painter who resides in the dilapidated Fukufuku Flats. Having relocated to Tokyo since finishing junior high in Tochigi Prefecture, he has consistently held the same occupation. His daily routine involves painting buildings under the sun, mitigating quarrels among the Fukufuku Flats residents in the evenings, and spending his leisure flying handmade kites along the river. Despite his amicable nature and the equal treatment he offers everyone, Fuku-chan finds himself at a loss when it comes to love, leading to an awkwardly botched date set up by his coworker Shimacchi (portrayed by Yoshiyoshi Arakawa).
